A survey of the advice given by the best-known stock market analysts in the country found that their predictions regarding the market were correct 71 percent of the time. However, one of these analysts, Herman Prat, was correct less than half of the time. No one looking for advice regarding the future of the stock market should waste their money paying for the services of this analyst.

The conclusion would be weakened if there was some reason to hire Herman Prat. Answer D gives that reason -- Prat is right about one sector of the market almost every time. So if someone paid Prat for advice only about the sector Prat knows really well, that person would be getting advice that is 98% reliable, which is presumably very good if most analysts are generally right only 71% of the time.
As for other answers, A only tells us the survey was probably reliable, since it was done by a specialist journal. B tells us that two people are worse than Prat, but all that means is that we shouldn't hire those two people either. C tells us Prat is cheap, but if Prat's advice will lose you money if you follow it, then any money you pay him is just additional money you'll lose; you'd be better off putting your money in a closet. And E just suggests there are ten other people not even included in the survey who would be better people to hire than Prat.
As for other answers, A only tells us the survey was probably reliable, since it was done by a specialist journal. correct.if prat is predicting almost perfectly about certain stocks,then it is worth paying prat the money for analyses of those stocks.correct
