Initia Analysis:
Conclusion: Of all the times for the United States to be discouraging domestic production of Oil and Natural gas, right now might be the worst.
Reasons are a) Libya's descent into chaos is already making the fuel price go high.
b) Middle east - crisis is unravelling - meaning the prices are increasing.
c) Along with Africa, the prices are going to go high.

A. The United States will be able to avoid any further price increases if it maintains its current level of production of Oil and Natural gas.
REJECTED: Maintaining the current production will only decrease the shock caused by rapid increase in oil prices.

B. The shock in Oil prices will be less severe if the US maintains or even increases its current level of Oil and Natural gas production.
RIGHT ANSWER - Dont discourage domestic oil production - implies that the US needs to maintain or increase its oil production.

C. The increase in price of oil because of the chaos in Libya has been higher than any corresponding increase in the recent past.
REJECTED: THe argument does not mention recent past anywhere.

D. If the unrest in The Middle East materializes, the price of Oil is likely to increase at a rate not experienced before by The United States.
REJECTED: This is just 1 of the reasons restated.

E. The likelihood of price increases will be diminished in near future if the United States increases its investment in alternate sources of energy.
REJECTED: This does not support the conclusion - which is 'dont discourage domestic oil production'.
