Pierre's objection is that the legislation is not enough there are other things that must be done too.
But Jacques has not mentioned that legislation is the only way or is enough to stop global warming . That is why Pierre’s response is inaccurate.

This is not the flaw. Jacques does believe that legislation is necessary to reduce global warming.
