Why is B wrong here? He clearly explains by giving an analogy that consistency is required.

Option B gives the idea that "Working out 2 hrs for 15 weeks" is more productive than "Working out 15 hrs for 2 days"

But developer didn't elucidate as above instead he drew an analogy thereby questioning the retailer to answer

B is wrong because, the question is asking about the strategy the founder used, not the details behind it. The strategy is that the founder drew an analogy.

The strategy (analogy) is applied using the analogy: Elucidating that any worthwhile result takes time

It's similar to a coworker asking you the question"How did you get to work today?", and answering by saying "I drove".
Saying "using my BMW" (even though one could've used their BMW to drive to work) would be the wrong answer.
