Each evaluating answer choice should go through a variance test. If the conclusion a.k.a. the argument is affected both positively and negatively, meaning that is strengthened and weakened, when an evaluative sentence is provided with 2 controversial options, that is the correct answer.

The only answer choices which will fit under this criteria is E.

The conclusion of the stimulus is that the construction company earns more from the sales of houses of one land compared with those of other one. Answer choice E states that the cost of the house building in one area differs from that of the other one. This means that if one requires more money than the other one, we will have 2 different scenarios which will weaken and strengthen the argument respectively.
