I think the answer is D since E has the assumption that the water will still contain the poisonous compound after it is used in agriculture and food processing.

I think the answer is D since E has the assumption that the water will still contain the poisonous compound after it is used in agriculture and food processing.
I also confused with D and E but since E gives more pursuadable explanation.

'treat the drinking water' is the key factor.

treat the drinking water to remove excess fluorine compounds before supplying to households
-> no appreciable reduction in the incidence of fluorosis.

E. Water from rivers – barely processed – is the main source of water heavily utilized in all production sectors, agriculture and food manufacturing

let's see E, says 'barely processed' and 'all production sectors, agriculture and food manufacturing'.

meaning water from rivers are not the drinking water. Hence, fluorine compounds are still in the river.

Article said 'It is a known fact that Flavian waters – underground, lakes and rivers alike – contain excess of fluorine compounds.'

but article does not said treat underground, lakes and rivers, rather it said treat drinking water.

Which means other than 'drinking water' is the source of fluorine intake. Just like E says.

E is the right answer but I am trying to eliminate C but can't come up with a reason. Can someone explain why C wouldn't be correct?

C. In the same way fluorine is removed from drinking water, fluorine can also be added to drinking water by anyone.

C is the assumtion that givin method will be failed. This type always cannot be an answer. We should eliminate this type of choices.

According to the passage,

"the local water supply corporation has started to treat the drinking water to remove excess fluorine compounds before supplying to households for the past two years."

local water supply corporation has "started to treat". We should take this information as they succeded. Meaning fluorosis is removed before supplying to households or at least reduced because it has been treated by local water supply corporation.

At this point, we can think that there must be another source of water which local water supply corporation cannot treatable.
