A. Use of pesticides containing high levels of toxins is not worth the risk to human health
-Author doesnt conclude this statement. He simply says pesticides containing high levels of toxins is harmful for human health.
Incorrect.

B. Use of pesticides containing high levels of toxins violates environmental protection laws.
-There is nothing in the passage which speaks of environment protection laws.
Incorrect.

C. Among farmers, use of pesticides containing high levels of toxins has in the past been both more common and less common than it is now.
-The passage mentions the use pesticides containing high levels of toxins is experiencing a mild resurgence among farmers. This means that in the past these pesticides containing high levels of toxins were once popular in the past( more common in the past ), then it went down( less common in the past ), then it again made a mild comeback(usage somewhere between extremes)
Correct.

D. Crop-destroying insects are less dangerous to human health than are pesticides strong enough to kill them.
-Author doesn't draw any comparison between which one is more dangerous.
Incorrect.

E. Crop-destroying insects are no longer susceptible to pesticides containing low levels of toxins.
-Author mentions that "such pesticides kill crop-destroying insects more effectively" . It doesn't mention that pests are now no longer susceptible to the less toxic one. For eg. If pesticides could kill 10 insects in 5 days, the more toxic variant can kill them in less than 5 days, thus more effectively.
Incorrect.
