IMO D.
E is a trap, many people may prefer car but that doesn't mean it will lead to failure of plan. Instead it strengthens the plan since many people already have bicycles, they may use it when they're provided financial benefits.

Rest all options are irrelevant.

The city council of Lakeville has decided to promote the use of bicycles over cars in order to reduce air pollution in the city. As part of this initiative, the council plans to build more bicycle lanes and offer free bicycle maintenance services to residents. The council believes this plan will lead to a significant decrease in car usage and thus reduce air pollution levels in Lakeville.

Argument-> Promoting Bicycles will lead to decrease in Car Usage and reduce air pollution in Lakeville.

Which of the following, if true, most seriously weakens the argument above?

(A) Other cities have successfully implemented similar initiatives to promote bicycle use. ~ Incorrect, the Lakeville initiative cannot be compared to the another cities. Also if this is true the result of such initiatives are not provided for comparison.

(B) Lakeville has a temperate climate that is ideal for outdoor activities like bicycling. ~ Incorrect, if this is true than more people will use the bicycle.

(C) The bicycle maintenance services will be funded through a slight increase in local taxes. ~ Incorrect, the cost-benefit analysis of the initiative is not mentioned in the argument.

(D) A significant proportion of Lakeville's air pollution is caused by industrial factories, not car emissions. ~ Correct, there is another significant cause for increase in the air pollution in the city i:e industrial factories. Focussing on only one cause (car emissions) that too not a significant one, the city will not get the desired results of reduction in the air pollution.

(E) Many residents of Lakeville already own bicycles but prefer to use their cars for daily commuting. ~ Incorrect, if this is true than the new initiatives, such as more bicycle lanes and free maintenance of bicycles, will promote people (who already have own bicycles) to use bicycles for daily commuting.
