(A) The majority of water purification systems in Greenwood are used primarily for filtering drinking water, not for general household water usage.
This strengthens the argument as the water purification systems are used primarily for filtering drinking water. Also, we do not know if the increase in tap water is used for drinking purpose. Hence, this statement doesn't weaken. We can eliminate this one.
(B) Surveys indicate that Greenwood residents have become more health-conscious, leading to a preference for tap water over other beverages.
This statement doesn't weaken the fact that the increased confidence in water quality due to these purification systems. If at all it strengthens. Hence, eliminate.
(C) Recent widely circulated reports show that the tap water in Greenwood, even without additional purification, meets all safety and quality standards set by health authorities.
This gives an alternate reason. If the reports show that the tap water doesn't need any additional purification, that tells us that the water purification system doesn't have much role to play. This in fact weakens the authors conclusion. We can keep this one.
(D) The water purification companies in Greenwood have conducted extensive marketing campaigns emphasizing the benefits of consuming purified tap water.
This option on the face of it looks likes a weakener. It also provides an alternate reason, however , the reason that people are consuming tap water doesn't weaken the authors conclusion. Hence, we can eliminate this option.
(E) The increase in tap water consumption in Greenwood coincides with a period of higher than average temperatures and extended dry spells.
Similar to D, an alternate reason. However, we must remember that the passage states that the people are consuming tap water and the the installation of home-based water purification systems has become popular. So we can have a causal relationship.
Only option C breaks the causal relationship. While other options are close, I will go with C.
