Option A - Rejected. It is not an opinion.
Option B - Rejected. Don't see any mention of 'leaders opinion ' for the first bit.
Option C - Rejected. Second boldface is clearly not a command.
Option D - Seems right, keeping for now.
Option E - Rejected. Second boldface is not an evidence but a recommendation by the author.

Therefore, option D.

OFFICIAL EXPLANATION

In the Republic of Water, it is believed that only through education can violence within families be reduced. Because of this, every family is obligated to attend a government-run seminar that develops communication skills and emotional awareness on a personal and inter-personal level for one week of every year. Since the institution of this program 60 years ago, reported incidences of physical and verbal violence within families have decreased in number to less than half of those reported in the Republic of Fire, which does not run such a program. The Republic of Fire and other countries should consider the formation of similar programs to alleviate the suffering and social ramifications caused by such violence.

In the argument given, the two portions in boldface play which of the following roles?

(A) The first is the opinion of a government in search of a strategy; the second is a conclusion based on this opinion.

Incorrect.

This is a Boldface Type question, in which you are required to define the role of the two boldface sections in the argument. Read the argument and break it down using indicative words:

  • Although it contains the conclusion words believe that, sentence 1 is a premise because it cites a fact about a common belief in a certain country.
  • Sentence 2, the first boldface portion, is a premise because it cites a fact about something that definitely occurs.
  • Sentence 3 is also a premise; it gives us factual information about the reported incidences of physical and verbal violence within families.
  • The last sentence, the second boldface portion, is the author's recommendation (should), so it's a conclusion.

An opinion is a thought believed by someone that can be true or false. The first boldface portion, however, is a factual statement that we are told is definitely true. You can immediately eliminate answer choices that incorrectly define the first boldface part; do not waste time reading the rest.

(B) The first is a rule based solely upon the opinion of the leaders of a country; the second is a suggestion to implement this rule elsewhere.

Incorrect.

Although the first boldface portion can correctly be referred to as a rule based on an opinion, there is nothing to indicate that this opinion belongs solely to the leaders of the country. As far as we know, the opinion might belong to all the citizens of the country. You can immediately eliminate answer choices that incorrectly define the first boldface part; do not waste time reading the rest.

(C) The first describes an institutionalized method of solving a problem; the second is a command to implement this method as a solution to similar problems in other countries.

Incorrect.

While this answer choice defines the first boldface part correctly, it defines the second incorrectly. The second boldface portion cannot be referred to as a command since it contains the phrase should consider which gives the impression of a suggestion rather than something which is being forced upon someone.

(D) The first is factual information about a program with obligatory attendance; the second is a recommendation to establish such a program in other locations.

The first boldface portion is factual since it simply describes a program that is definitely taking place. The second boldface portion is a recommendation by the author to apply that program in other countries.

(E) The first is an action taken to reduce an unwanted occurrence; the second is evidence of the success enjoyed by the performance of such an action.

While this answer choice defines the first boldface part correctly, it defines the second incorrectly.

The second boldface portion cannot be referred to as evidence since it does not contain any proven factual information - it is a recommendation. The evidence of the method's success is in sentence 3, which is not in bold.
