Marcie could agree with this statement. The statement merely suggests that it is a good use of the surplus money, not that it is the best or a better use. We do not know Marcie's full stance on Jessica's initial statement, merely that her idea is better.
(B) The public deserves to have jobs created when there are many people who are unemployed.
While Jessica does not mention jobs in her statement and Marcie does, their disagreement is not about whether jobs should be created or not, but about how the surplus money should be best spent to help the unemployed.
(C) When there is a choice between increasing payments to the unemployed and funding a public works project, the latter should usually be

The omission of the surplus money in this answer choice creates quite a general statement. One which both Jessica and Marcie may agree on.
