Exactly eight boats- Jewel, Kashmir, Neptune, Ojibwa, Pacific, Spain, Tornado, and Valhalla--arrived at a dock. No boat arrived at the same time as any other boat. The boats arrived in an order consistent with the following conditions:

Tornado arrived before Spain but after Jewel.
Neptune arrived before Tornado.
Kashmir arrived after Jewel but before Spain.
Spain arrived before Ojibwa.

Of the eight boats, what is the maximum number that could have arrived before Jewel?

From STATEMENT 1 & STATEMENT 2 : N < J < T < S

STATEMENT 3 : J < K < S

From STATEMENT 1 , STATEMENT 2 & STATEMENT 3 : N < J < K < T < S

STATEMENT 4 : S < O

STATEMENT 1 , STATEMENT 2 , STATEMENT 3 & STATEMENT 4 : N < J < K < T < S < O

Now note that Pacific, Valhalla are yet to occupy places, considering they arrive before Neptune then we have -

P/V < P/V< N < J < K < T < S < O

Thus, maximum number that could have arrived before Jewel are : P/V < P/V< N, Answer must be (D) 3

Since we need maximum number before from each statement we have to position each boat like as follows.
N ----> J ----> K ----> T ----> S ----> O
Only P and V are left which we can place before J. It becomes then 
P/V/N ----> J ----> K ----> T ----> S ----> O
