­Some residents of Midville claim that Midville is generally more expensive to live in than nearby towns are, but these people are mistaken.

Author wants to refute the claim of these people who believes that "Midville is generally more expensive to live in than nearby towns". He said that these people are mistaken, and the actual reality is Midville is no more expensive to live in than nearby towns are.
He supports his claim by arguing that the high tax rate in Midville compensate for the services offered by the city.

Hence choice A is the main point.­

­Some residents of Midville claim that Midville is generally more expensive to live in than nearby towns are, but these people are mistaken. They focus on Midville's relatively high tax rate while ignoring the services paid for by their taxes. Only Midville provides residents with trash removal, rent- and mortgageassistance programs, and reasonably priced public transportation. In nearby towns individuals pay for their own trash removal, and housing and transportation costs are high in comparison to Midville.

Which one of the following is the main point of the argument?

(A) Midville is generally no more expensive to live in than nearby towns are. - CORRECT. Author brings a balance between the two POVs and concludes with facts. 

(B) Some of the residents of Midville consider their taxes to be too high. - WRONG. Yes, some would definitely have. BUt it is not the main point. 

(C) Services funded by a municipality are generally less expensive than those services would be if privately funded. - WRONG. 2nd best choice. COuld have been the assumption but not the main point.

(D) Some residents of Midville are unaware of many of the services that Midville provides. - WRONG. So what!! it can always be a possibility anyhow.
 
(E) Most of the residents of Midville make use of all of the services the town provides. - WRONG. Scope shifts. Not about whether most use services or not.
