Your Confusion:
You read Boldface 1 as: "Company releases reports → Transparency → Good!"

But read it carefully:
"Reports of the company losing employees to death or injury are released at least twice a year"
It's NOT about transparency.
It's saying: Employees die or get injured at least twice a year

"Reports released" just means this is documented/verified. The actual content is people dying.

Role of Each Boldface:

Why A is Correct:
A: First = factual data supporting conclusion; Second = opinion supporting conclusion
Both boldfaces SUPPORT the main conclusion that Company G's methods must be addressed. The difference is their type - one is factual data, one is an expert opinion.

I did not understand what the 1st boldface in-itself trying to say:
"reports of the company losing employees to death or injury are released at least twice a year."
Kind of feels like a +ve statement for company G since it releases a report at least twice a year which is a good thing.
but only when I connect the preceding sentence:
"Although some care is taken to prevent this from happening, the chance of a fatal accident always exists and"...
I get to know it's telling something against company G hence supporting the main conclusion.
