Is there an obvious conclusion that can be drawn from the premises? Alaskan men enjoy women's fashions? Probably not. We are looking for a reason for the growing businesses in women's fashions in towns mostly populated by men.

Eliminate answer choices that do not deal with both premises. We need to find a conclusion that deals with the apparent contradiction in the two premises. Choices A, C and E do not appear to deal with either premise. Choice D perhaps does relate to the second premise, but it doesn't really explain why these businesses are growing.  Choice B  is the most appropriate conclusion provided as it states that many women visit for extended periods of time (relates to the first premise), and women find climate-appropriate clothing more easily in women's stores in Alaska than elsewhere (relates to the second premise).
