A: what happened at neighbour town is of no concern to us
B: well if Homeowner s lives on same block as homeowner R then there may be similar amount of snow at his drive way too, so if it was also melted as fast as the snow at Homeowner R. then it means the heater did not had a major role in melting snow, rather it may be some other reason such as sunlight or wind or anything: Correct answer
C: Has no link with argument's premise which is about heater
D: Same its out of scope

Snow storm has led to UNIFORM AMOUNT OF SNOW on each driveway. Homeowner R used electric heater to melt the snow away. The electric heater pumps hot water to melt snow.
We need to WEAKEN this argument.
Something else, must have led to the melting of snow. Or else the snow would have melted naturally.
Let’s look into the options.
A) The same snowstorm mentioned above left much less snow on the driveways of homeowners in a neighboring town, and the snow there melted quickly without the use of automatic driveway heaters.
It’s contradicting the fact mentioned in the question stem - uniform snow fall. Hence, out of scope.
B) Even though Homeowner S, who lives on the same block as Homeowner R, made no effort to melt the snow on his driveway, the snow on Homeowner S's driveway melted just as fast as the snow melted on the driveway with the automatic heater.
A comparison is made here among two homeowners S and R. Mentioning S melted just as fast as R.
C) Homeowner T, who lives on the same block as Homeowner R, shovels the snow off of his driveway rather than investing in an automatic driveway heater.
Melting and Shoveling are different aspect. Hence, out of scope.
