This questions seems odd and incorrect.

C could have been the answer if "Existing garages and mechanic shops are currently run and managed by immigrants because of a shortage of trained mechanics in the U.S." was not present. This indicates, there was no harm to other social groups. In fact, this was indirectly helpful as people need mechanics, right?

Only B came close (not cleanly though, needs assumptions) indicating the eating establishment owners could be the other group being impacted "Garage enterprises, while being viable, are not as profitable as eating establishments."

A wave of redundancies has led state governments to appeal to the federal government for emergency funding to alleviate unemployment. Following publication of a report on the viability of garage enterprises, a consortium of banks and investment houses has proposed the establishment of an investment fund to provide capital for such enterprises. I get your point. But in the passage, they are mentioning that "unconnected to the enterprise", does it not contradict option C as they are in the same garage business

I see your question, the answer C suggests that that promoting new garage enterprises (via funding and support) may harm immigrant-run existing businesses by creating unfair competition or saturating the market. This is directly relevant to the claim that light industry programs harm other U.S. social groups (immigrant business owners).

E seems to be off-topic because these groups are AGAINST, so no direct harm is made to them
