Two things happened last year in France:
1. Fewer articles analyzing french films were published in journals.
2. Total number of films produces last considerably.
And it is said that "less films produced last year" is the cause of "fewer articles published"
But there could be other reasons as well. C gives one such reason - where lesser films is not the cause of lesser rticles being published, but change of editorial policies is. So, C is correct.

Film critic makes a crucial statement - Last year, fewer articles analysing French films were published in journals of film studies than in the previous year. The supporting premise to this statement is , less number of French Films were published the year before the last year, so it’s obvious that the number of French films analysed will be lesser.
We need to find a weakening option that undermines the critics argument.

This option actually supports the critics premise. As lesser number of French Films were actually published, it’s quite natural to expect the articles analysing it to drop. External factors were not responsible for the decline. Hence, not a weakener.
B. Over the last several years, the availability of French films to international film academics has fallen.
This option projects a trend which is ongoing, and thus the outcome last year is the same as the trend. This doesn’t provide a strong reason why the critics argument is wrong. This option just sails with the tide of the question. Hence, Wrong.

If there has been a change in the editorial policy of the journals of film studies, this has greatly impacted the entry of French films into the journals. So, the critic citing decrease in French Films is actually not the cause, but the change in editorial policy has hampered the entry of French Films. Thus, Correct answer.

This is a factual statement, doesn’t support or weaken the critics argument. A filler option. Hence, Wrong.

This explains a scope that the number of journals accepting articles for publication has remained the same, the decline must have taken place due to some other factors. Hence, Wrong.
