conclusion= cod prices needs to be increased.
A second is not main conclusion. reject it.
B no first is not the only conclusion.
C second doesnt provide any explanation for first. they both are completely different stem

Let's Analyse the argument
Main Conclusion: "Cod prices in our area need to be increased significantly." Ask Why? No reason, let's read further. This might be the Main conclusion Boldface 1: "The cod population in the nearby ocean has been falling for years because cod is being fished at unsustainable levels." This is a premise/evidence. It presents a factual problem i.e declining population, that supports the need for the solution proposed in the main conclusion. Due to the low price of cod Boldface 2: "few consumers have been affected by the introduction of the hefty environmental tax on the sale of this endangered fish." This is also a premise/evidence . It explains that the current measure (the tax) is ineffective because prices are still too low. This supports the main conclusion that prices must be raised further to have an impact.
Now analyse the Options based on our argument structure
