A we have know idea about this comparison.
B nothing has been said about reduction in workforce. reject.
C as i said in above choice, no info about workforce reduction.
D nothing about external source of funding has been discussed.
E perfect. support the premise. because passage says expense has been nil but speed of respond has been increased by 20%. this acan be concluded based on the info.

From 2010 to 2016, the response reaction times has increased by 20% in 2015, compared to the year 2010. The expenses has remained the same and has not shown any growth. Moreover, the amount saved till now is $100 million.

If these are true, what conclusion can we logically draw.

A. It is more challenging to find new sources of funding than to institute new cost-cutting measures.

This is not universally applicable, and can differ based on numerous factors. Hence, cannot be considered as a valid conclusion. Wrong.

B. The amount of expenses incurred by a police department cannot be reduced unless the department workforce reduces.

This also puts a stringent framework perspective to solve the problem, which is not always true. May be they switched to cycles for patrols, may be the electronic surveillance systems are effectively used. There are numerous ways to achieve a solution. Hence, wrong.

C. A reduction in the workforce turnover in the police department was the reason the overall department expenses remained steady.

This explains the exit is less and the entry is more, if that’s the case, the expenses should be increasing. But, when the high paying exit is compensated with a low paying entries, hence this makes the expenses steady. But, this factor is not explained in the passage. Hence, Wrong.

D. Developing unconventional sources of funding will make it possible for the Allendale Police Department to respond to emergencies even more quickly.

Unconventional Source of funding is no where related to reaction times. Hence, wrong.

E. It is possible for a police department to respond to emergencies quicker without expanding its expenses.

This, mentions a feasible alternative way to respond faster without expanding the expenses. Hence, seems to logically corroborate with the theme of the passage. Hence, Correct.
