The passage is about the peregrine foundation (PF) , which is non profit leukemia research institute.

During the last ten years, the donations has increased, the cost of research has decreased, and the quality of research publications has decreased.

During the same time, the quality of research published by other foundations has shown an increase during the same period.

So, the conclusion is PF is a self serving and wasteful organisation.

We need to weaken this conclusion.

A. Many other private, non-profit organizations involved in leukemia research provide financial relief to leukemia patients, in addition to conducting research.

This is out of scope option. As , this doesn’t address the conclusion. Moreover, we are concerned with the particular organisation PF only. Hence, Wrong.

B. Ten years ago, the quality of research produced by The Peregrine Foundation was better than that of other private, non-profit organizations involved in leukemia research.

We are not speaking about the past. We are speaking about what happened in this ten years. Hence, Wrong.

C. The average salaries of scientists and medical professionals employed by The Peregrine Foundation are slightly higher than those of doctors and scientists employed by other private, non-profit organizations involved in leukemia research.

If the average salaries of the scientists and medical professionals employed by PF is high, then we can logically correlate the output of their work to be high. But, this is contradictory to the fact. Hence, Wrong.

D. Over the past ten years, the percentage of the donations received by The Peregrine Foundation spent on research has risen, while the percentage spent on the management of the foundation has fallen.

This option is the correct answer. This says the % of the donations received by PF has risen, and the amount spent on research is also risen. So, the amount spent on management is less, so the major contribution is done for the welfare of the luekemia patients. So, this projects the view that the PF is not self serving, and is concerned with non profit aspects.

E. Over the past ten years, the increase in the absolute amount of donations received by The Peregrine Foundation has averaged approximately five percent more than the local rate of inflation.

The inflation aspect is not discussed in the passsge. But a neutral aspect. So, this doesn’t necessarily address the conclusion. Hence, irrelevant option. Wrong.

As per the para, inspite of receiving higher donations and also witnessing a decrease in the cost of research, one institute's quality of research has fallen. On this basis, the author has concluded that they must have been using the fund for themselves and has become a wasteful organisation.
We are required to locate an option that states that they are not consuming the donations for their own benefit and therefore not a wasteful organisation as concluded by the author.

A. Many other private, non-profit organizations involved in leukemia research provide financial relief to leukemia patients, in addition to conducting research.
This basically adds to the support that the other foundations are doing really well, along with providing financial relief. This doesn't solve the paradox and nor proves that Peregrine Foundation is not guilty as claimed by the author. Rejected.

B. Ten years ago, the quality of research produced by The Peregrine Foundation was better than that of other private, non-profit organizations involved in leukemia research.
Sure, but how does it explain and link to the current situation now? Not helpful. Rejected

C. The average salaries of scientists and medical professionals employed by The Peregrine Foundation are slightly higher than those of doctors and scientists employed by other private, non-profit organizations involved in leukemia research.
Notice the word slightly here, meaning there shouldn't be enough reason to believe that the funds are being used to cover the salaries only. And also since the cost of research has now gone down, what explains that is out of the question here. And, even if we believe that the higher salaries are the reason that allocation of funds are towards the management only and not research, it only supports the authors conclusion and does not help weaken it. Rejected.

D. Over the past ten years, the percentage of the donations received by The Peregrine Foundation spent on research has risen, while the percentage spent on the management of the foundation has fallen.
Yes. Notice that it may not still clear the paradox that how the quality of the research has fallen but remember that as per the prompt, we are not required to solve that. We just need to show that the organisation has not become self-serving. In contrast, the funds allocated on research has in fact risen, while the fund spend on the management has fallen. Option D

E. Over the past ten years, the increase in the absolute amount of donations received by The Peregrine Foundation has averaged approximately five percent more than the local rate of inflation.
It only states that donations received by the organisation has been higher than that of the local rate of inflation. Its allocation, however, is subject to be kept untouched in this option, and hence it does not help weaken the author's claim. Rejected.

B. Irrelevant – historical comparison doesn’t explain current decline.
