This mentions, the expansion of cloud storage has not occured as anticipated, and thus the vacuum is currently being compensated by the surge in local data storage devices. Does this address the conclusion of local storage becoming obsolete. No. Since this doesn’t weaken the conclusion, it’s wrong.

Is the passage speaking about geographic constraints or limitations for operation of local storage devices and cloud storage devices.
