A thats good then. but most of traffic occurs from private sea vessels. so this doesnt mention anything related to it. so out.
B but are they responsible for collisions? no idea and no impact
C yes, if the majority of collisions are responsible due to private vessels without AIS then the suggestion of plan will force them to use other ports and that will reduce the traffic and hence collisions. so this reinforce our belief into suggestion and conclusion.
D then it weakens it.
E but who cares about it? and even if they do, its good for them as they will get the entry . so no impact at all.
