If the waters around way ports were restricted to commercial ocean liners and only those private sea vessels equipped with Automatic Identification System (AIS) technology, most of the private sea vessel traffic would be forced to use outlying ports. This reduction in the amount of private sea vessel traffic would reduce the risk of ship collisions around the way ports.
