I am choosing D here.
I don't think any other option makes sense. This however, automation has also clearly paid a crucial role part is what makes the crux of the passage.
It says outsourcing alone is responsible is wrong, we should also consider automation.

there is claim that said outsourcing alone is responsible for decline in manufacturing jobs over last two decades. But then passage goes in opposite direction and says that automation has also played role in decline.
but the argument never rejects the claim but rather introduce other key factor responsible for such decline as well.
A its not a conclusion at all.
B no they are not explaining it.
C not at all.
D this defines roles properly. as we saw the word however and how the direction changed afterward.
