Its a good real life question per say if you think properly. What E says is that, people select schools based on number of subjects taught. So if private school offers more no. of subjects then cost per subject falls and you get an extra subject to broaden your knowledge. Its a good deal. Therefore public school will be in pressure to enhance its offering. In order to avoid this pressure, public schools is voicing against the legislation.

Public schools have voiced their opposition to state legislation that would mandate the teaching of a second language in middle school. The public schools’ opposition is surprising, as the legislation applies primarily to private schools that receive any form of public assistance and does not affect public schools.

Which of the following, if true, would best explain the opposition of public schools to the legislation?

A. Under the current law, public schools are only required to teach a second language in high school.
B. The majority of students from immigrant backgrounds attend public schools and these students are generally more likely to be bilingual.
C. The exact number of public schools that do not currently teach a second language in middle school and will be exempt from the legislation is unknown.
D. Some counties have their own requirements regarding language education – in some cases, considerably more expansive than the requirements mandated by the state legislation.
E. To attract students, public schools must match the educational offerings of private schools, and private schools are not exempt from the proposed legislation.

E is the best choice.
