conclusion - it will not be productive to hire three new disciplinary officers as proposed.
Reason - budget is sufficient to pay salaries of new officers but not the salaries of additional legal and bureaucratic employees.

A its not about improving discipline. out.
B so this rather try to strengthen the conclusion.
C this again talks about effect on discipline but thats not point. reject
D that means they dont need to hire additional people to do the increased work created by this new officers. so they can still hire those three officers without worrying about their budget. so this weakens it properly.
E this somewhat strengthen as well. also the increased funding have negative impact on budget of other ship is not the concern here. so out.
