Key to getting Complete the Passage questions correct is correctly identifying what the correct answer must do. In this case, the question is basically a Paradox or Best Explains question.

government increased the pension by 20%. the annual rate of inflation has been below 5% and all the eligible elders have received the benefits.
but many of them are still not in better position.
we need to find a choice that provides the reason for such conclusion.
basically we need to solve this paradox that despite the increaser in their pension with low inflation rate, the condition of elder people has not changed in better way?

A this doesnt give out anything to solve the issue. yes we know they are dependent on pension so we can infer that they rely on gov income, reject.
B that has no impact on the argument neither does it help in solving the issue at hand. out.
C despite the fact that inflation has gone down and pension has increased by 20%, at the same time price of their special needs has gone up. so this higher price offset the advantage of higher pension. so eventually they are at least in same position as before or worse than that. so this does enough to help the issue at hand, keep.
D so this tells background story but has no bearing on the solution we are looking. out.
E irrelevant here.
