Whatever the weather, flowers of this common member of the dandelion family close by midday. It's one of a number of species whose floral movements can be used as a primitive clock. Scarlet pimpernel opens and closes depending on temperature and humidity change, but finally closes for the day at about 3 pm, rain or shine. The gardening writer JC Londou in 1872, planned floral clocks constructed from species with this kind of behaviour, claiming floral opening and closing times to an accuracy of minutes.  a bit exagerrated to say because the J.C Londou had made a claim of them being accurate timepieces
B. that Londou's clock can be seen only in horticulture gardens.
 The passage does'nt mention about them being grown in hortilculral gardens or anything.
C. that Londou's erratic botonical time piece never caught on.
 The botanical clock's though mentioned about being closing during mid-day were dependent on weather, so they could'nt be counted as 100% correct, so they could'nt become popular. Can be kept
D. that Londou's clocks are among the most accurate of primitive clocks.
Not much comparision being made with other clocks in the argument. 
E. that Londou is highly respected by botanists.
J.C Londou was a gardening writer but not much mentioned about his popularity among botanists or something

B. Nothing tells us where the clock could be seen.
C. The flowers' timing was disrupted by weather, so the clock would be unreliable. It makes sense that the idea never caught on.
D. The passage says the flowers had predictable times, but weather made the clock unreliable. So calling it highly accurate goes against the passage.
E. Nothing is said about Londou's reputation among botanists.

I believe  C  to be the  correct  answer, as it appears most logical:  their time keeping ability would have been constantly disrupted by variable weather  makes planned floral clocks sound like an unreliable item as the main purpose of a clock is to tell time and variations make the product useless. Hence, answer C states that this invention did not stick around for long. 
A: there is no evidence of the clock being popular in the passage
B: again, no evidence that the clack was  only  used in this instance
D: there was no comparison in the passage with other primitive clocks - again, no evidence
E: no evidence for this either - opinions of botanists are not mentioned in the passage
