The only choice which seemed not to explain the paradox, is E.

This is the only answer which draws on similarities between the diving locations instead of differentiating between the Japanese Gardens and the top 50 destinations.

A. Being 7,000+ miles away makes the reef less accessible to most divers, so this could explain the low visits.
B. Only being accessible for two months a year would obviously limit the number of visitors.
C. If diving there requires advanced skills, that could reduce the number of people who can visit.
D. Needing a boat makes the site less convenient than the many beach-accessible sites, so this could explain the discrepancy.
E. Yes, This doesn't explain anything because the other top diving sites have the same training requirement. So it doesn't distinguish Japanese Gardens from the popular sites.

The Japanese Gardens' coral reef, situated in the western tip of the Arabian Peninsula, is considered one of the most beautiful reefs on earth, contains many fish which are indigenous to it, and exhibits a unique construction of the subterranean landscape. However, it is not among the list of the 50 most visited diving areas.

All of the following may help resolve the seeming discrepancy above EXCEPT:

A. Most of the world's divers are from the Americas, over 7000 miles away from the Arabian Peninsula.

B. Due to severe underwater currents throughout most of the year, the Japanese Gardens can only be accessed during two months of the year.

C. Diving in the Japanese Gardens requires a high level of expertise.

D. While the vast majority of the diving areas on the 50 most visited diving areas' list are accessible from the beach, the Japanese gardens can only be accessed from a boat.

E. As in many of the diving areas on the 50 most visited diving areas' list, one must train for at least two weeks before one can dive in the Japanese Gardens.

OFFICIAL EXPLANATION

The Japanese Gardens' coral reef, situated in the western tip of the Arabian Peninsula, is considered one of the most beautiful reefs on earth, contains many fish which are indigenous to it, and exhibits a unique construction of the subterranean landscape. However, it is not among the list of the 50 most visited diving areas.

All of the following may help resolve the seeming discrepancy above EXCEPT:

A. Most of the world's divers are from the Americas, over 7000 miles away from the Arabian Peninsula.

Incorrect.

This is a Paradox question, so it is made up of premises only; you need to find a new premise which best resolves the apparent discrepancy between the existing premises:

Premise A: The Japanese' Gardens coral reef is a really cool place to go scuba diving.

Premise B: It isn't one of the 50 most visited diving areas.

Resolving Premise: ?

If most of the divers come from North and South America and the place in question is in the Arabian Peninsula, the distance between the two may make it a less likely choice, and so can help resolve the apparent discrepancy.

B. Due to severe underwater currents throughout most of the year, the Japanese Gardens can only be accessed during two months of the year.

Incorrect.

If one can only go to the Japanese Gardens during two months of the year, there is less of a chance that he or she will go there. This definitely helps to resolve the apparent discrepancy.

C. Diving in the Japanese Gardens requires a high level of expertise.

Incorrect.

If only highly experienced divers can dive in a diving resort, all the less experienced divers will have to dive elsewhere. This helps to resolve the apparent discrepancy between the many attractions of the resort and the relatively few visitors it receives.

D. While the vast majority of the diving areas on the 50 most visited diving areas' list are accessible from the beach, the Japanese gardens can only be accessed from a boat.

Incorrect.

Accessibility can affect the decision to dive in a specific resort. We are hinted of this by the fact that almost all of the primary diving areas can be reached from the shore. This helps to resolve the apparent discrepancy between the many attractions of the resort and the relatively few visitors it receives.

E. As in many of the diving areas on the 50 most visited diving areas' list, one must train for at least two weeks before one can dive in the Japanese Gardens.

If many of the diving areas require at least two weeks of training, the fact that the Japanese Gardens also requires training does not help to explain why other sites were chosen over it by most divers. This answer choice does not help resolve the paradox and is therefore the correct one.

Premise: The Japanese Gardens' coral reef, situated in the western tip of the Arabian Peninsula, is considered one of the most beautiful reefs on earth, contains many fish which are indigenous to it, and exhibits a unique construction of the subterranean landscape
Conclusion: However, it is not among the list of the 50 most visited diving areas.

All of the following may help resolve the seeming discrepancy above EXCEPT:

A. Most of the world's divers are from the Americas, over 7000 miles away from the Arabian Peninsula.
Wrong: proximity would draw people diving in this place, but as most divers are far away they they cannot dive there and this explains why despite being among the most beautuful reefs on earth, it’s not among the list of the 50 most visited diving diving areas.

B. Due to severe underwater currents throughout most of the year, the Japanese Gardens can only be accessed during two months of the year.
Wrong: this explains the paradox as well because divers or just average people don’t dive there ad it’s difficult, dangerous maybe.

C. Diving in the Japanese Gardens requires a high level of expertise.
Wrong: just experts would be suitable for diving in these areas; average people don’t dive there because they cant, they are not prepared for that.

D. While the vast majority of the diving areas on the 50 most visited diving areas' list are accessible from the beach, the Japanese gardens can only be accessed from a boat.
Wrong: It’s more difficult to be reached, that’s why fewer people dive there.

E. As in many of the diving areas on the 50 most visited diving areas' list, one must train for at least two weeks before one can dive in the Japanese Gardens.
Correct: it says that there are no differences between these reefs and others, so it doesn’t explain why despite being among the most beautuful reefs on earth, it’s not among the list of the 50 most visited diving diving areas.
