A. Repeat offenders could affect the number of criminals, but it doesn't tell us which country has the higher rate.
B. White-collar crime isn't relevant because the comparison is specifically about violent crime.
C. Correct If Country A has 20 times the population but only 2.5 times the violent crimes, then Country B actually has the higher crime rate per person.
D. The number of tourists doesn't determine the violent crime rate of the country's residents.
E. The quality of the prison system doesn't tell us anything about the relative violent crimes

Correct Answer : C

Target: Expose the flaw in equating absolute crime totals to crime rates.

Formula: Rate = Total Crimes / Population

Given:
- Total Crimes (Country A) = 2,500
- Total Crimes (Country B) = 1,000

Evaluating Option C:
- Pop(A) = 20 * Pop(B)
- Rate(A) = 2,500 / (20 * Pop_B) = 125 / Pop_B
- Rate(B) = 1,000 / Pop_B
- Rate(B) > Rate(A) by 8x.

Conclusion: Option C directly exposes the total vs. rate fallacy.
