here the conclusion is about not having dog whereas the premise talks about doberman's behaviour. so thats a big jump. 
the assumption can be most of dogs behaves the way doberman behaves. or doberman form the majority of dog as pet.

A we dont need to have any reasonable justification at all.
B not concerned about other pets as cats.
C this talks about increasing trend of doberman attack but has no reasoning on why in general dogs should be avoided as pet.
D this talks about prevention of attack and thats out of scope here.
E this says dobermans behaviour represents the behavior of general dogs. if thats the case then definitely it make sense to avoid dogs as pet. keep.

B. Cats and other pets are irrelevant. We're comparing Dobermans with dogs, not dogs with other pets.
C. Even if attacks keep increasing, that still only tells us Dobermans are dangerous. It doesn't prove that dogs in general are.
D. If proper training could prevent many attacks, that actually gives us a way to make the dogs safer.
E. Correct This fills the key gap: the evidence is about Dobermans, but the conclusion is about dogs in general. If Dobermans are representative of dogs, the conclusion becomes much stronger.
