Option C.
Paul's statement gives a hint that the Co. became profitable after it went private.Andreas targets that by saying the Co. became profitable when it was public.

A. No mention is made of companies that are partly government owned and partly privately owned.- IRRELEVANT

B. The profitability of Excelsior inc might only be temporary. This has no relation with privatisation

C. Paul's statement leaves open the possibility that the cause he cites came after the effect he attributes to it.
CAUSE here is privatisation & EFFECT is profitability. so the case could be that profit happened before privatisation this weakens Paul's statement. Hence C is the answer.

D. Exact figures are not given for the current profits of Excelsior Inc.-IRRELEVANT

E. The evidence Paul cites comes from only a single observed case, that of Excelsior inc.-TEMPTING ANSWER CHOICE BU IT DOESN'T
