Assume a variable. It's saying 6.4 is x% of 16,000.

\(6.4 = \frac{x}{100} * 16,000\)

This means that \(x = \frac{6.4*100}{16000}= \frac{640}{16000} = \frac{8}{200} = 0.04\)

So, 6.4 is 0.04% of 16,000.

i am confused about the notion. does it mean 6.4 *x% = 16000? or 6.4*x=16000? the first x will equal to 100 times the second x.

Look at the following structures:
1. a is what percent of b?
2. What percent of a is b?

Rule of thumb1: Where you encounter 'is', there you put '='.
Rule of thumb2: Where they say 'what percent', there you put 'x%' and then find x.

1. a = x% of b = (x/100) * b
2. x% of a = b = (x/100) * b

The question says: 6.4 is what percent of 16,000?
6.4 = x% of 16000
6.4 = (x/100) * 16000
x = 6.4/160 = 0.04

Answer: 0.04%

On this type of question, you can use common sense to double check your answer (and even to solve the question).

Looking at the choices, we see that we're really being tested on where to put the decimal place. Accordingly, we can estimate to solve.

We can quickly determine that 1% of 16000 is 160. Well, 6.4 is considerably less than 160, so 6.4 must be less than 1% of 16000; accordingly, 4% is way too much.

Along the same lines:

.1% of 16000 is 16
.01% of 16000 is 1.6

1.6 < 6.4 < 16, so the correct answer must be between 0.01% and 0.1%... choose (B)!

1% of 16,000 = 160
0.1% of 16,000 = 16
0.01% of 16,000 = 1.6

Since 6.4 is BETWEEN 1.6 and 16, we can conclude that the correct answer is BETWEEN 0.01% and 0.1%

0.04% is the only answer choice that is between 0.01% and 0.1%, so the correct answer is

The number of people in this thread, including such reliable people as Karishma and Brent, who are pretending that \(0.04 = 0.04\)% ... is shocking.

As has been repeatedly shown, the correct answer here is \(0.04\). Not \(\frac{0.04}{100}\).

Answer B is wrong. \(0.04\)%\( = 0.0004\). This is not correct.

\(0.04\) is correct, and \(0.04 = 4\)%. The correct answer is D.

It's not clear what the rationale behind what you've written is. Also, it seems you haven't studied the solutions offered above in the thread.

'6.4 is what percent of 16,000?' translates to:

6.4 = x/100*16,000, which gives x = 0.04%.

Bunuel - I think that's where I'm getting confused.

Here's where I'm struggling:

6.4 = (x/100)(16,000)

6.4 = 160x

6.4/160 = x

(multiply both numbers by '10')

64/1600 = 4/100

... and as I do this, I realize I'm not following through on the division, which would then convert the final product to .04 (which is 4%)

That's why the answers were confusing... I would imagine that the GMAT wouldn't have the '%' attached to the each of the decimals/answers.
