The number of male students is two-thirds that of female students: \(m=\frac{2}{3}f\). This gives us a ratio of \(m:f=2:3\).
Assuming the total number of students is 100, we would have 40 male students and 60 female students, based on the 2:3 ratio.
Given this, \(\frac{3}{4}*40=30\) male students and \(\frac{1}{2}*60=30\) female students speak a foreign language. This totals to 60 students, which represents \(\frac{60}{100}=\frac{3}{5}\) of all students.

Consider total students = 120
given, M = (2/3)F
so F= 72 and M = 48
3/4M +1/2F speak foreign language = (3/4)* 48 + (1/2)*72 = 36+36 = 72
ratio = 72/120 = 3/5
