Juan --> Laurence = x messages;
Juan --> Keith = 3x messages (Juan sends Keith three times as many messages as he sends Laurence);
Laurence --> Missy = 4.5x =18 (Laurence sends Missy 4.5 times as many messages as he receives from Juan).
4.5x =18 --> x = 4 --> 3x = 12.
Answer: B.

Bunuel's solution is, as always, completely correct. But for those of us who can get intimidated by this type of question, just break it down into parts.
The only concrete number you're given is 18, which is how many messages Missy received. After that, just go through the steps to solve for the other variables.
18 is 4.5 times what Laurence sends to Missy. This means Laurence sends her 4 texts.
Juan sends out 3 times that many, so that's 4 x 3 = 12.
Voila.
