When it is 2:01 PM Sunday afternoon in Nullepart, it is Monday in Eimissaan. When it is 1:00 PM Wednesday in Eimissaan, it is also Wednesday in Nullepart. When it is noon Friday in Nullepart, what is the range of possible times in Eimissaan?

Always post the answer choices along with the question. It makes it easier for the others, and more likely for you to get a response.
Coming to the Question.
1st Condition:
Nullepart(N) - 2:01 pm on Monday.
If its Tuesday in Eimissan (E) , E is at least 10 hours ahead, to be precise 9 hours 59 minutes ahead, for it to be 12:00AM on Tuesday. Any less than this and it'll still be a Monday in E.
Also, at max, according to geography, it can be 24 hours ahead.
So the first condition tells us E is between 9:59 and 24 hours ahead when compared to N.
2nd Condition
Eimissan - 1pm on Wednesday
Its a Wednesday in Nullepart too. So the time in Nullepart is anywhere between 12AM and 1PM on Wednesday, ie. 13 hours.
Any more than 13 hours, and it would be a Tuesday in Nullepart.
This condition tells us that N, is, at max, 13 hours behind E. Rephrase: E is at max, 13 hours ahead of N.
Combining both conditions:
E is 9:59 to 13 hours ahead of N.
When it is Noon Friday in Nullepart:
E = 12PM + 9:59 = 9:59PM on Friday.
to
E = 12 PM + 13 = 1AM on Saturday.
