Total umber of members = 1260
Number of members that cast votes = 525
Since , winning candidate received 60 percent of the votes cast
Number of votes for winning candidate = (60/100)*525 = 315
Percent of total membership that voted for winning candidate = (315/1260)*100 = 25%

Hence answer is 25%
