Diameter of car tire = 14 inches
Radius of car tire = 7 inches = 7*2.54 cm = 17.8 cm
Circumference of the car tire = 2*pi * 17.8 = 2 *3.14 *17.8= 111.78 cm
Distance traveled by car = .5 mile = .5 *1.6 km = .8 km = 800 m = 8 * 10^4 cm
Number of revolutions =Distance traveled / Circumference of tire = 8 * 10^4 / 111.78 = 715.6
Since the answer choices are far apart we should use estimation in this question .
Ideally ,in the GMAT the conversion between units would be provided .

Hi All,
Since many Test Takers aren't familiar with converting miles to feet or inches, the GMAT will almost always include that conversion rate as part of the question.
1 mile = 5280 feet
With that information, the rest of the work involves a bit of geometry and some arithmetic/unit conversions.
