8p/15 answered Yes for both the Qs. Therefore, number of people who answered xYes to both the Qs = p - 8p/15 = 13p/15
option E is the correct answer.

What we need ? Total number of folks who dint say yes to both Q1 and Q2 in terms of P
ie : Q1N*Q2Y + Q1Y*Q2N + Q1N*Q2N
Q1N*Q2Y + Q1N*Q2N = 3/5P
Q1Y*Q2N = 4/15P
3/5 + 4/15 = 13/15P (E)
I wanted to draw a table with Q1Y Q2Y and Q1N and Q2N but could not align it properly
ie : Q1N*Q2Y + Q1Y*Q2N + Q1N*Q2N
Q1N*Q2Y + Q1N*Q2N = 3/5P
Q1Y*Q2N = 4/15P
3/5 + 4/15 = 13/15P (E)

The number of people who answered yes to both questions is (2/5)P x 1/3 = (2/15)P, so (13/15)P did not answer yes to both questions.

Doesn't "did not answer yes to both questions" mean answer no to Q1 and Q2? I'm very confused.

I feel the same. Hence I ended up marking 3/5 as the answer.

"...the number of people polled who did not answer 'yes' to both questions" means all cases except (Yes, Yes). This includes (No, No), (No, Yes), and (Yes, No).
