Using trial and error method:
if x = 1,
4x + 5y = 19
=>5y = 15 and y = 3 i.e. integer.
Hence, Answer A.

Given: 4x + 5y = 19
Subtract 4x from both sides: 5y = 19 - 4x
Divide both sides by 5 to get: y = (19 - 4x)/5
Since y is an INTEGER, we can see that (19 - 4x) must be divisible by 5.
Scanning the answer choices, we can see that, when x = 1, (19 - 4x) is divisible by 5
That is, when we plug x = 1 into the equation y = (19 - 4x)/5, we get: y = [19 - 4(1)]/5 = 15/5 = 3
Answer: A
