In 1950, on the vertical bar stacked with different age groups, the segment with the least height, and hence the fewest people, is the 65 and over group.
Height from top to bottom of segment measures the number of people. For the 65 and older group, its segment's top line, if extended, would hit at about 15 million people. (Its bottom line = 0.)
The distribution is not close; 65+ is shortest by a lot. The next shortest segment is second from the top and represents the 14-24 yr age group.
Its bottom line, if extended, hits at about 90 million, and its top line, at about 120 million.
Thus (120 - 90) = 30 million in 14-24 yr group. 15 million in 65 and older group.

Looking at the “Age” graph (the lower right graph) and the vertical bar for 1950 in that graph, we see that the age group with the shortest segment is 65 and over.
