(E) 38 = 2 * 19 ( Not a Factor of 15!)

Thus the least positive integer that is not a prime and is not a factor of 15!, will be (D)

Choice B. We see that 22 = 11 x 2, and both 11 and 2 are factors of 15!, so B is not correct.

Choice C. We see that 19 is NOT a factor of 15!. However, it is a prime number, so C is not correct.

Choice D. We see that 34 = 17 x 2, so 34 is not a prime. Furthermore, since 15! does not have a prime factor of 17, 34 cannot be a factor of 15!.

Thus, 34 is the least positive integer that is not a prime and is not a factor of 15!. Thus, choice D is correct.
