Over the past year, the number of men in Pleasantville increased by 20% while the number of women in Pleasantville decreased by 20%. Lets suppose last year men's population was X and women's Y.
This year it has changed to 1.2X and 0.8Y respectively.
Its given that now population of men and women is same, so
1.2X = 0.8Y
Y = 3/2 X
Hence, last year's population in terms of X can be written as,
X+Y = X + 3/2 X = 5/2 X
Present population can be written in terms of X as,
1.2X + 0.8Y = 2.4X = 12/5 X
Now, question is straight forward...
Initial value 5/2 X, Final Value 12/5 X
So, percent change over last year's value = (Present Year'svalue - Last year's value)/Last Year's value
i.e. -4%
Hence the answer

Lets assume number of Men = M and number of women = W
So initially total number of population = M+W
After a year, New population is 1.2M + 0.8W
Also 1.2M = .8W
so 3M = 2W
So initial population = M+W = M + \(\frac{3}{2}\)M = \(\frac{5}{2}\)M
New population = \(\frac{6}{5}*M + \frac{4}{5}*\frac{3}{2}\)M = \(\frac{12}{5}\)M
So Change = \((\frac{12}{5} - \frac{5}{2})M = -\frac{1}{10}\)M
% change = \({(\frac{-1}{10}M)}/{(\frac{5}{2}M)}\)*100 = -4%
