We can let the total number of fish = 120.

Jeannie keeps 30 fish, so 30 x 2/3 = 20 are trout.

My work :

Let the fish be 24

a) 1/4*24= 6 Keeps , and releases 18
b) 2/3 * 6(that keeps) = 4 Trout
c) 1/3*18 (releases) = 6 Trout

Total Trout = 10

Ratio / Fraction = Trout / Total = 10/24 = 5/12 QA : A
