Given:

2. however , if any purchaser returns three empty wrappers , he will get a free chocolate.
Asked: If John has a total of $15 how many chocolate can he get at total ?
He can get 15 chocolates for $15.
But he can exchange 15 wrappers (5 sets of 3 empty wrappers) to get 5 chocolates more
Further he can exchange 1 more set of 3 empty wrappers to get 1 more chocolate
Now he can exchange 1 more set of 3 empty wrappers to get 1 more chocolate.
Total chocolates = 15 + 5 + 1 + 1 = 22

John can buy 15 chocolates and return 15 wrappers for 5 more free chocolates. He can then return 3 of 5 extra wrappers to get 1 more chocolate. Finally, he can return the wrapper from this chocolate and the 2 extra wrappers he had earlier to get 1 last chocolate. Therefore, he can get a total of 15 + 5 + 1 + 1 = 22 chocolates.
Answer: E
