This is a very simple question on developing an inequality. The variables are already defined in the question statement. You will just have to convert the word problem into its mathematical counterpart.
Danny bought ‘s’ shirts. The number of shirts he bought was 15 greater than the number of hats, ‘h’. The phrase ‘greater than’, in the context of the above sentence, means you have to add 15 to something. It does not mean that you have to use the inequality symbol ‘>’. Therefore, do not get misled by the options which have an inequality symbol in them; they are there for a reason and that is to confuse you.
So, if you were Danny and you bought ‘s’ shirts and ‘h’ hats, as per the question,
s = h + 15. Do you see this equation in the options? No. But, if you were to re-organise the equation, you get,
h = s – 15. Therefore, the correct answer option is D.
If you are someone who faces issues in converting word problems to equations or inequalities, you should solve as many questions as you can, of this sort to be able to understand the basic nuances of framing equations/inequalities.

Let's assume that the number of hats he had bought was 5.
Then number of shirts being 15 greater is 20.
Hence we are looking for an answer where at H=5, S=20.
Plugging in we get that....
A) h > 15s...........INCORRECT
B) h > s + 15.......INCORRECT
C) h > s – 15........INCORRECT
D) h = s – 15........TRUE
E) h = s + 15........INCORRECT
Hence answer is Option D.
Then number of shirts being 15 greater is 20.
Hence we are looking for an answer where at H=5, S=20.
