Though poorly worded ,it meant
(13601 - x) should be divisible by 87.
Can only happen if
(13601-x)/87=Integer (quotient) or 13601=87(quotient) +x
Note! Quotient =Integer (can’t be a non-Integer)
hence substitute x=29
(13601-29)/87= Integer
Any other value of x from the answer choices will give you a non-Integer

I agree with Staphyk above, although I would rephrase the question in the following manner, based on what I perceive to be the intended meaning:
What is the least number from among the following that must be subtracted from 13,601 so that the difference is evenly divisible by 87?
In the revised question, it is clear that the difference between 13,601 and x is what should then be divided--without a remainder--by 87. If the question is driving at something different, then I am at a loss for words. I would also recommend listing the answers in ascending order, in keeping with the way in which most Problem Solving questions are formatted:
(A) 23
(B) 29
(C) 31
(D) 37
(E) 49
I did work out that 29 would be the answer to the question I have written above, since \(\frac{(13,601-29)}{87}\) is the only quotient that leads to a whole-number answer, but again, that is only the answer to the question I perceive is being asked.
