Let, from '82 to '90 the average yearly circulation was x;
Hence in '81 the total circulation was 5x;

Now from '82 to '90 total circulation was 9x.
Including '81, total circulation from '81 to '90 become = 5x + 9x = 14x;

Now the intended ratio '81 : ('81 to '90) is = 5 : 14;

IMO ans is C.
