There are only six numbers you can make without repeating digits -- we have 3 choices for the first digit, 2 for the second, and 1 for the first. The median will be the average of the two middle numbers, which will be 213 and 231 (of the other four numbers we can make, there are two larger numbers in the 300s, and two smaller numbers in the 100s). The average of 213 and 231 is 222, so that's the median.
