Hey Bunuel the answer is not D, it's E!

(1) 98! has 98/7 = 14, 98/(7^2) = 2, 2+14 = 16 powers of 7

(2) 98 has 7 and 7^2, so 2 powers of 7

(3) final answer = 2 + 16 = 18!
